UN rep clarifies, comments on corruption misreported

The United Nations Office on Drugs and Crime (UNODC) representative who reportedly praised the Malaysian Anti-Corruption Commission (MACC) at an international conference said his comments have been misread by the media.
Dimitri Vlassis (left), who is chief of UNODC’s corruption and economic crime branch, said some of his comments and responses during the press conference held in Kuala Lumpur 10 days ago were misunderstood or taken out of context.
Vlassis said he wanted to offer clarifications as consequently those comments were “misinterpreted and may have created erroneous” impressions.

According to the UN representative, he commended the MACC for organising the 6th annual conference and general meeting of the International Association of Anti-Corruption Authorities (IAACA) in Kuala Lumpur.
During the press conference, Vlassis said he was asked about the IAACA conference and whether it was worth the expenditure.
“I responded that IAACA was the only home of anti-corruption agencies and that the conference served the very useful purpose of bringing those specialised agencies together, helping them exchange views and experiences and strengthen international cooperation.
“UNODC has been a supporter of IAACA since its establishment and considers every opportunity to achieve those goals a worthy one,” he added in a statement to Malaysiakini yesterday.
“I commended the MACC for organising the conference and thanked it for its hospitality to all participants, including to me and other colleagues from UNODC or UNDP.”
‘Anti-corruption campaigners horrified’
The MP for Ipoh Timor, Lim Kit Siang, took Vlassis to task for the comments reported by the mainstream media, particularly the Oct 7 New Straits Times report, which Lim said had “horrified” anti-corruption campaigners in Malaysia.
Malaysiakini had sent Lim’s statement to Vlassis via the UNODC’s regional secretariat based in Bangkok, Thailand, on Oct 10, for his response.
Lim, who is DAP national adviser, said the comment by Vlassis was a “major blow” and undermined efforts to get Prime Minister Najib Abdul Razak’s government to find the political will to fight corruption, especially those involving top political and public personalities.
Vlassis was also asked to justify his statement on MACC’s performance, since the Transparency International’s (TI) Corruption Perception Index (CPI) had indicated Malaysia’s ranking and score for 2011 to be the lowest on record.
Lim had also slammed Vlassis for using the IAACA Conference to run down the credibility and usefulness of the TI CPI, by dismissing it as “outdated”, “counter-productive” and “does not serve anyone’s purpose”.
As a result of the comments, Lim added, Vlassis appeared to be sending the message to Malaysians that they do not have to be overly worried about Malaysia dropping to the worst 60th ranking with the lowest score of 4.3 in 17 years of TI’s corruption perception survey.
In response, Vlassis said he was asked about corruption in Malaysia and responded that he was not in a position to pass judgment on the matter because it was beyond his mandate and, therefore, inappropriate to evaluate a country’s performance.
No comment on review
He said Malaysia was being reviewed this year under the Implementation Review Mechanism of the UNCAC and the reviewers were the Philippines and Kenya.
The review was proceeding at a brisk pace, which was an indication of how seriously Malaysia was taking its participation in the mechanism.
“Then I said that I could not go into any further details, or comment on the results of the review, because I was bound by a duty of confidentiality imposed upon me…,” Vlassis said.
“In response to a question on Transparency International’s Corruption Perception Index, I said that this was an important tool in raising awareness around the globe, lowering tolerance of corruption and keeping the issue high on the political and societal agendas,” he added.
“However, I expressed misgivings about its continued usefulness, in view of the fact that the complexity of corruption does not lend itself to efforts to reduce everything to a single figure and include it in an index.”
Vlassis said the Implementation Review Mechanism excluded the ranking of states as it has proved that such rankings may be counter-productive.
Countries, he added, should compare themselves only to themselves and not to others, as there were numerous nuances in the implementation of the convention.
He also said he did not have a meeting with Najib and merely shook the prime minister’s hand on the podium during the opening of the conference, where he spoke before Najib did.
“At the press conference, I said that in all anti-corruption efforts, in both the public and private sectors, the tone from the top was key and that Najib’s presence at the opening of the conference carried symbolic significance,” Vlassis added.

KASE questions RM404m ‘mark up’ for AES

A PAS-linked group claims that there is a "mark up" of RM404 million paid by the local contractors.

KUALA LUMPUR: The two local contractors handling the Automated Enforcement System (AES) may have paid RM404 million more for the speed cameras.
Anti-Saman Ekor Campaign (KASE) legal adviser Zulhazmi Shariff said today that a Transport Ministry parliamentary reply indicated that the private companies implementing the project for the government, namely Beta Tegap Sdn Bhd and A.T.E.S. Sdn Bhd, had invested RM717 million in the nationwide project.
However, he said filings made by their foreign technology partners Redflex Traffic Systems (Australia) and Jenoptik Robot (Germany) respectively showed a much lower cost for the same contracts.
“From what we found from a filing to the Australian Security Exchange dated Dec 19, 2011, Redflex had announced that it has obtained a contract worth more than USD50 million (RM151 million) to install 450 fixed cameras and 140 mobile cameras for Beta Tegap,” he said, showing copies of the filings of both companies which he obtained online.
For Jenoptik Robot, he said the company had announced that it was receiving USD53 million (RM160 million) to install 550 cameras for A.T.E.S.
He said the price included implementation and comprehensive support for five years.
Zulhazmi, who is also a PAS member, said this totalled to about RM312 million spent, which was RM404 million less than the RM717 the local companies had invested.
“That would make the difference of RM404 million. Why such a high mark up price?
“This is pure earning for these companies. Why didn’t the government buy these technologies directly?” he asked.

Money making firms

He alleged that companies such as Beta Tegap and A.T.E.S were merely sleeping partners or even “Ali Baba companies”.
“This shows that these companies are merely for making money,” he said.
“Who are the owners and what are their links to the Road Transport Department and government? All these we will reveal in time,” he added.
Meanwhile, PAS vice-president and Pokok Sena MP Mahfuz Omar said that KASE would continue to lobby for the government to suspend the implementation of the AES project pending a review of its viability.
He said there were studies in some countries that supported his argument that such a system would not stop serious or fatal accidents.
“Yesterday, I saw a TV3 report that showed in London, many are happy with the same AES system. But I read a news report that said that London was the 2nd worse in most dangerous roads in England,” he said.
He said the same report, which quoted an independent study, had stated that Swindon town was the safest road (having an accident rate of 2.0 per 1,000 vehicles) after scrapping its AES system in 2009.
Mahfuz also cited the German autobahn highways which had no speed limit but had a minimum limit.
“I’m not advocating speeding, but I’m saying that this is another case that shows that speeding doesn’t cause accidents. It’s human error that causes accidents,” he added.
He said the government must consider studying the matter in its totality and open up discussions with all stakeholders, “including those from KASE, taxi drivers’ association and Land Public Transport Commission (SPAD) to find a proper solution.”
Mahfuz today also filed a motion to have the salary of Transport Minister Kong Cho Ha reduced by RM10 on grounds of his “stubbornness” with regard to the project.
AES is a system of cameras at accident-prone areas and traffic junctions which captured photos and videos of those who speed or run red lights.
The system would then automatically issue summonses to traffic offenders within a fortnight.
Meanwhile, Transport Minister Kong Cho Ha said that PAS was “plucking the figure [RM404 million] out of thin air”.
“I don’t know how much the companies [Beta Tegap and A.T.E.S.] spent, because the government didn’t spend a single sen… unless PAS can show proof,” Kong said when approached by reporters outside the Parliament lobby.
He also said that there is no need at the moment to suspend the implementation of the AES project as it is something that will save lives.
“There is no need to do more studies as we’ve studied this for over 10 years. The government was concerned over the high accident and death rates,” he said.
“Whenever there’s an accident, people blame the government, but when the government wants to do something good, there is also resistance.”
On Mahfuz’s motion (to have his salary reduced by RM10) , Kong said that it was something “normal” and he would reply when the time comes.
On BN MPs call for the AES to be suspended, Kong said that many, including those in the government, still do not fully understand the mechanics of the system.
He also said that the Penang government’s plan not to use the system in the state was an “irresponsible” move.
He said that he would have to seek advice from the Attorney-General’s Chambers if the Penang
state government continues to resist.

Say Goodbye to the 'Armor Bearer' Mentality

To train a new generation for ministry we must get rid of pride and pretension
My friend Charles wanted a mentor. He was eager to learn the ropes of ministry, so he asked an older pastor for training. The pastor agreed—but Charles soon realized the man wanted a valet, not an apprentice. Charles became the man’s “armor bearer.”
The man never took Charles on hospital visits, involved him in ministry assignments or prayed with him. Instead, Charles was expected to carry the pastor’s briefcase, fetch coffee and take suits to the cleaners—with no salary offered. In this case, “armor bearer” was a spiritualized term for “slave.”
This bizarre trend became popular in churches 20 years ago, but it still thrives. It appeals to insecure leaders who need an entourage to make them feel important. Some pastors have even assigned trainees to serve as bodyguards—complete with dark glasses and concealed weapons. These young men are instructed to keep people away from the pastor so he doesn’t have to talk to anyone after a church service (because, after all, the poor preacher might be “drained of his anointing” if he fraternizes with common folks).
Excuse me while I barf!
I’m not sure what is more nauseating: That some pastors think they are discipling young leaders by exploiting them, or that church members tolerate such pompous behavior from a so-called man of God. And we wonder why many young people have stopped going to church?
When I turned 50, I decided to spend most of my energy investing in the next generation. This became my passionate priority because I met so many gifted men and women in their 20s and 30s who craved mentors. Many of them, like Charles, were looking for authentic role models but could only find self-absorbed narcissists who were building their own kingdoms.
If you want to make a genuine impact on the next generation, please make sure you are not infected with the armor bearer virus. Take these steps to adjust your attitude:
1. Get over yourself. As soon as Jesus began his earthly ministry the devil tried to strike a deal with Him. Satan offered the celebrity spotlight by showing Jesus the world’s glory and saying, “All these things I will give You, if You fall down and worship me” (Matt. 4:9). But Jesus didn’t buy it. He chose the path of servanthood even though He knew it would lead to the cross.
Today’s insecure leaders don’t realize it’s the devil tempting them to become rock-star preachers. Fame is too alluring. Before they realize it, their heads have swelled and ministry becomes a means to prove their imagined greatness. A leader with an inflated ego will have zero interest in investing in others. You must tell yourself daily: “It’s not about me!”
2. Stay accessible. Earlier this year I led a retreat for young Ugandans who are training for ministry. We prayed together, shared meals and swam at a local pool in the afternoons. When we finished three days of teaching sessions I asked them what they enjoyed the most about the retreat. One guy summarized everyone’s sentiment: “We loved that you were with us.”
Young people today don’t just want our sermons. They want to sit down for coffee after the sermon. They want to ask questions. They can listen to a hundred preachers on You Tube, but when you invite them to dinner, offer to pray with them or take them on a mission trip, you mark them forever.
3. Keep it real. Older Christian leaders have picked up some bad habits that turn off young people. Some ministers preach with affected voices, wear weird hairstyles and insist on dressing like funeral parlor directors—even on their days off. Please talk in a normal voice when you preach so young people won’t dismiss you as a fake. Be transparent, admit your faults and let everyone know you’ve had struggles. Young people don’t want to follow someone who pretends to be perfect.
4. Pour on the encouragement. Many young people today struggle to stay disciplined. Some have addictions. And many of them have attitudes! But you will never reach them if all you do is point out their faults. You have to win their hearts before you address problems. If you saturate them with the love of a caring father or mother, their spiritual growth will amaze you.
5. Don’t cling to power. Jesus was the Son of God, yet He willingly handed His authority over to His disciples and told them to finish the job. Likewise, Paul invested his life in Timothy, Titus, Silvanus, Phoebe and others—and he expected them to go farther than He did. Every good leader is already thinking of his succession plan. If you have a tendency to control, dominate or manipulate people, you must wrestle with God until your pride is crushed.
Young leaders today don’t want to be your butler or your valet. And they won’t follow people who strut and swagger. They are looking for mentors who walk with the limp of humility.

(吉隆坡16日讯)大马联邦后备队(FRU)副总指挥助理总监迦玛鲁丁提议,或许未来警方可採用“臭气"的方式来发射催泪弹,让集会者“体上留臭",因而选择回家而不会在外游荡。
也是428听证会旁听警方的迦玛向428勘察团讲解联邦后备队水砲车如何运作时,突然提出建议,或许未来警方发射催泪弹时可以加入一些难以去除的“臭味",一旦在场者接触到此“臭味",就很难再除掉。
他表示,没有人喜欢臭味,为了阻嚇集会者,拥有此“臭味"的人就不敢或害羞到公共场合逛街等,就会选择回家而不在街上流荡。
水砲车可掺2种化学物
联邦后备队第1號部队指挥官查哈里警监(第23名证人)也解说,水砲车可掺杂两种化学成份,即2-氯苯亚甲基丙二((2-chlorobenzalmalononitrile),简称CS)及干顏料(Pigment,粉末与液体混合製成的顏料粉),若掺杂干顏料化学成份的水砲,被射中者的身上会沾上白点,刺痛效果十分强烈,也不容易洗脱。
警方在709集会时有使用掺有干顏料及CS成份的化学水砲,不过,在428大集会却只使用掺有CS成份的水砲,被击中者只会感觉辛辣,效果不会十分强烈。
水砲化学量低过1%比率
迦玛指出,根据国际標准,掺杂化学成份的水砲(水加化学物)不能多过1%比率,否则浓郁的化学物將会破坏该水砲系统,因此发射含有化学成份的水砲化学量,都低过1%比率。
人权委会到FRU总部勘察
瞭解標准作业程序
人权委员会今日到大马联邦后备队总部进行勘察,向警方瞭解在428当天使用利刃铁丝网(Razor blade platedconcertinawire)、催泪弹及水砲车的作业方式,以及瞭解联邦后备队的標准作业程序(SOP)。
人权委员会委员拿督莫哈末祖迪表示,这次勘察团让他们可以更加瞭解警方操作的真实情况,让他们接著作决定时能秉持中立及公正的立场。
从今年7月5日至10月11日期间,人权委员会已进行22场“428大集会听证会",並传召41名证人出席供证。
由於“428大集会听证会"主席拿督许绿娣家里办丧事,无法出席勘察,故由该委员会委员拿督莫哈末祖迪和迪达沙敏率领今日的考察团。旁听警方代表包括助理总监迦玛鲁丁及查达瑟甘拉警长;律师公会及马来西亚半岛新闻从业员职工会(NUJ)旁听代表则是陈永建律师及净选盟2.0代表是李祥溢律师。
警扩音系统不够大声
人权委会建议用更强扩音器
警方也出示他们使用的“指挥官音响"(Sound Commander)扩音系统,经过示范后,眾人发现该音响效果並不大理想,而当天警方共有4台扩音系统。
人权委员会也建议警方使用音效更强的扩音器,而迦玛也表示会考虑採纳类似如在海啸时发出警报的相关音响系统。
迦玛强调,警方行动前有多次发出警告,但每当发出警告,集会者就会欢呼喝彩。
另外,迦玛也表示,警方有考量在庞大人群中,前方的人群因后方推挤下被迫移前的行为,而警方也不会隨意发射催泪弹。
“或许我们会考虑设三重防界限,若他们(集会者)闯进第二层的话,就凸显著他们(闯入)的意图。"
428当天催泪弹向上发射
联邦后备成员也现场示范如何发射催泪弹,包括45度向上发射(远距离)、直射(近距离)及向下发射。
迦玛声称,428大集会警方並没选择向下发射催泪弹,但在709大集会时,曾在吉隆坡中环广场(KL Sentral)发射过。
查哈里也强调,联邦后备队428当天都是向上发射所有的催泪弹。
颈痕或物体击中
询及第四证人张敏诗被催泪弹击中颈项的伤痕是如何造成的,迦玛则回说仍不能確认该伤痕就是催泪弹所致,或许是其他物体击中也不定。
迦玛披露,由於428大集会的人群集会地点很多及人群不断重聚原故,当天5辆联邦后备车队在5个小时內,共发出约900颗的催泪弹;若5个小时不停发射催泪弹的话,发射量可高达约5千颗。
警方设下4层封锁线
另外,428当天负责装置利刃铁丝网(Razor bladeplated concertinawire)的查哈里也讲解该铁丝网的用途,而利刃铁丝网也用於装置在警局篱笆上。
他也向记者们出示照片,显示警方当天4层封锁线,即铁丝网、灌水塑胶路障、钢栏障碍及警方人墙。
此外,人权委员也现场蒐集联邦后备队员其中一人的鞋印,並与第六证人古玛衣服上声称遭警方踩踏的鞋印照片对比,然而两者鞋印似乎有所出入。

为了更有效驱散集会者,警方可能考虑在水炮内添加臭剂,以取代目前使用的刺激物。

“我们正考虑,为了威慑作用,我们可能使用人们不喜欢的非常臭(化学物)。”

“我们将会发射,他们(集会者)将会发出臭味,甚至过后都不能去购物中心,所以他们将会回家。”

2011总稽查司报告:值700打印机,5万维修。弊端未除,30部门要被查


(吉隆坡15日讯)虽然总稽查司丹斯里安比林指政府部门和机构在2011年的財务管理表现有显著的进步,但是,各种匪夷所思的弊端仍层出不穷,包括一名关税局官员获准採购30个导航系统,但他却额外採购了50个,每个还叫价6千174令吉。
除了关税局,沙巴拿篤医院也被揭发用逾5万令吉的价格维修一台七百多令吉的打印机;还有,双溪大年医院有一台价值185令吉的身份证阅读器,维修费竟然高达3千750令吉,简直可以买到20台新的身份证阅读器。
因此,这份备受注目的《2011年总稽查司报告》於今日提呈国会后,国会公账会还是要传召30多个被指出现弊端的政府部门和机构查问。
国会公共账目委员会主席拿督斯里阿兹米透露,公账会將针对总稽查报告提及的弊端,於下週开始討论传召约30个被鉴定涉及弊端的政府部门和机构,以展开调查。
他说,跟往年相比,虽然政府部门在金钱管理上还是有缺陷,但整体表现已有改善和提昇;不过,一些过去存在的问题还是一直发生,例如管理政府建筑物、用具的使用,以及合约等方面。
未获批准以182万购物
除了导航系统,根据2011年总稽查司报告揭露,有关的关税局官员在未经批准下,以182万令吉狂购逾百件物品。
有关官员虽然没获得採购部批准购买每件千多令吉的物品,但最后还是由財政部埋单。
这位官员採购的物品包括250支每支值1千217令吉16仙的可充电电筒,以及100台每台5千259令吉的对讲机。
31%部门机构“非常好”
7部门11机构须釐清问题
本报探悉,至少有7个政府部门和11个机构,被公账会认为需要进一步厘清稽查报告所查出的问题。这7个政府部门是工程部、財政部、卫生部、联邦直辖区及城市部、交通部、教育部和天然资源与环境部。
11个机构包括报穷局、內陆税收局、大马关税局、工程局、语文出版局、国立大学医药中心、纳闽管理局、大马橡胶局、马来西亚合作社委员会、国家电影发展局,以及Pengurusan Majuikan私人有限公司。
在总稽查司报告中,其中111个部门和机构(31.4%)被评为“非常好"(四星级),相比2010年的77个(21.6%)和2009年的48个(12%),表现比去年有所进步。

“我读懂纳吉脸部表情",安华预测年內大选

(檳城‧北海15日讯)国会反对党领袖拿督斯里安华强调,虽然很多人认定大选落在明年,但他“读了"首相拿督斯里纳吉的脸部表情,猜测到大选会在今年內举行。
他认为,纳吉最近动作频频,包括在財政预算案宣佈將继续发放500令吉援助金及多项令討选民欢心的消息,但却刻意放烟雾弹,让人民產生错觉,以为大选在明年才举行。
他说:“但是我读懂他(纳吉)的脸部表情,我可以猜到大选不会落在明年,而应该会在今年11月杪或12月初就举行。"
民联入主布城信心满满
也是峇东埔国会议员的安华昨晚在公正党在威中诗不朗再也农业博览中心举行的政治讲座会发表演说时,直指第十三届全国大选不会拖到明年才进行,而是今年內举行。
安华也对民联在下届全国大选入主布城信心满满,並已想像得到一旦民联成功执政中央,將有多少人会排队等著向他祝贺並亲吻其手背,甚至有多少高官领袖將向他靠拢並轻声细语討好他。
他强调,民联一旦执政中央,必会实现向人民许下的承诺,包括取消高等教育基金贷款、调低油价、取消南北大道过路费及全民从小学至大学的免费教育等等,如果他没有能力实现诺言,就不会再踩上峇东埔的土地。
安华昨早率领公正党“人民独立巡迴"双层巴士开抵檳州拜访多区的民眾后,当晚与多位民联重量级领袖,包括行动党秘书长林冠英、伊斯兰党署理主席莫哈末沙布及檳州第一副首长拿督曼梳等,在大型讲座会上轮流发表演说。

让国阵朋党获利
林冠英继续炮轰自动执法系统(AES),指它非为了阻嚇人民触犯交通条例,反而是让国阵朋党取得利益,不如就直接把此系统改称为“一个马来西亚摄影机"。
他也提及甲拋峇底柏淡的大马空军地段,自1984开始就计划要兴建皇家空军的家庭居屋,但直到今天非但没有落实此计划,反而被以每月7千令吉的廉价租金出租。
他说,这片佔地330依格的地段当年被征用后,由檳州政府移交给联邦土地委员会做为兴建皇家空军家庭居屋用途,如今过了28年,却不见有关计划落实。

2011年總稽查司報告數據顯示,由於政府持續向國內舉債,導致去年國債總額攀升至4千561億2千萬令吉的歷史新高,比2010年增加12%或490億2千萬令吉。

(吉隆坡11日讯)大马选民册分析计划(MERAP)终期报告出炉,列举了从选民册发现的25种问题,15个是有关普通选民及10个有关邮寄选民。
大马选民册分析计划总监王建民今日在国会举行的匯报会上指出,选民册上涉及普通选民的问题包括85岁以上选民、选民名字相同及部份生日日期相同、选民名字与地址相同、选民共用旧身份证號码、选民的旧身份证號码转移给其他选民、选民被配置新身份证號码、生日日期不符、性別与身份证不符、只有一个名字、没有住家地址或號码、多名选民共用同一地址、外国人出现在选民册、选民资料无故添加或刪除、出现可疑选民及选民身份证地址与选区不同。
他说,至於邮寄选民的问题包括:持有普通与邮寄投票资格、嫁给自己(marrying oneself)、邮寄选民身份不符、在同一季度更新时选民增加或刪减、邮寄选民配偶双重登记、警员在退休年龄后仍工作、军人配偶被当成超龄军人、聘用超龄军人及调动频繁与非军警人员配偶强制登记为邮寄选民。
提8建议確保选民册透明
无论如何,他披露,他们同时提出8项改革建议,確保选民册的准確及透明;
1.加强立法以严惩企图操控选民册的个人或政党,包括付费给选民以更改身份证地址,目的是更改投票选区,应该受到监禁或罚款或两者兼施;
2.检討国民登记局发出及更换身份证號码的程序;
3.选委会成立一支涉及政党、警方及利益相关者的调查小组,以深入调查企图操控选民册的事件;
4.成立国会特別委员会,负责监督选委会清理选民册工作的进展;
5.允许政党及相关利益者对每季更新选民册提出反对,包括已颁佈宪报的选民册;
6.增加个人可提出的反对次数,並取消每次提出反对的费用;
7.公佈每季更新及把宪报颁佈后的选民册发给政党及利益相关者;
8.赋予选委会、政党及公民组织更大权力,以侦查选民册的潜在问题。
黄进发:仅接纳不褪色墨汁
另一方面,净选盟委员兼社会运动分子黄进发指出,净选盟所提出的8项选举改革诉求中,仅採用不褪色墨汁一项被採纳,但有关详情仍不清楚。鑑於此,净选盟欢迎所有人出席凈选盟8大诉求演唱会,共同唤起大家关注8大诉求。

428大集会听证会,国家基建董事:看到人群逃跑‧“关轻快铁站最好决定”

(吉隆坡11日讯)国家基建有限公司(Prasarana)集团董事(轨道部)凯拉尼坚称,他在428大集会当天下令关闭轻快铁站,是最好的决定。
他也说,他下午决定重开快铁站时,警方喝令他重新关闭快铁站,並进入站內驱赶群眾。
凯拉尼(48岁,第41名证人)在“428大集会”听证会上供证表示,当天下午3时15分左右,他听到多次发射催泪弹的声音,並且看到人群开始逃跑,於是决定根据標准作业程序(SOP)启动“罗密欧紧急代码”(Code Romeo),即骚乱信號。此时轻快铁就不会在已启动“罗密欧紧急代码”
的特定快铁站停下。
1小时关闭6快铁站
他指出,他在1个小时內陆续下令关闭6间快铁站,包括占美清真寺站(Masjid Jamek)、人民广场站(Plaza Rakyat)、中央艺术坊站(Pasar Seni)、金马区站(Dang Wangi)、国企十合站(Bandaraya)和苏丹伊斯迈站(Sultan Ismail)。
他强调,只是快铁站关闭而已,轻快铁服务仍然正常操作。
虽此,由於当时占美清真寺站挤满乘客,他通知控制室人员,让2班轻快铁车停站,载送乘客离开。
称为了乘客员工安全
询及为何要关闭轻快铁站时,他表示,这是为了乘客、財务及员工的安全。
他指出,通常轻快铁站经理可以做决定,而428当天,由於他人在占美清真寺站,轻快铁站经理諮询他的意见及由他做最终决定。
他指428大集会跟709大集会不同,709当时,他们有跟警方举行协调会议,709当天某个时段,轻快铁站是关闭的,警方也封锁某些路段。
但428大集会警方没有跟他们开会,因此他们视之为正常日子,估计人潮会如新年节庆般庞大,但他们有加派人手及保安人员。
警员指示2度关站
下午5时15分后,当他看到情况已缓和及安全后,决定重开占美清真寺站,但不久后,警员指示他们再度关闭快铁站,並且进入站內喝令乘客离开。
他坦承,若警方没下令关闭车站的话,他们不会二度关闭快铁站。
询及为何一定要遵照警方指示关闭车站时,他回应,遵从警方的命令也是依据標准作业程序及协议等行事。
据他瞭解,当天吉隆坡快速巴士(RapidKL)一早接获指示不能进城,唯一载送群眾进城的交通工具只有轻快铁。
他声称,或许(有人认为)他的决定是错的,但他觉得当时他已经做了最好的决定。
他也透露,428当天安邦线增加了80%的载客量及格拉纳再也路线增加35%乘客量。
428大集会听证会的人权委员会以拿督许绿娣为首,委员是迪达沙敏和拿督莫哈末祖迪;旁听警方代表包括助理总监迦玛鲁丁及助理警监M.库玛;律师公会及马来西亚半岛新闻从业员职工会(NUJ)旁听代表则是陈永建律师及丹尼尔律师代表净选盟2.0。

民联2013预算案利国利民,支持民联莫迟疑

(吉隆坡11日讯)公正党策略局主任拉菲兹出示数据,证明民联提呈的替代预算案並不是空谈;相反的,凭著民联执政州属的经验,可以在执政中央后节省20%开销,或430亿令吉,足以支付419亿令吉的利民项目开销,包括取消所有收费站所需的60亿令吉,及支付生產石油州属高达125亿令吉的石油税。
他今日在策略局成员,包括升旗山国会议员刘镇东、班底谷国会议员努鲁依莎、瓜拉雪兰莪国会议员祖基菲里、士拉央国会议员梁自坚陪同下,在国会走廊召开新闻发佈会时说,第二財长拿督斯里阿末胡斯尼昨日向媒体评论替代预算案,显示国阵政府重视这份由民联提出的预算案,包括国阵议员也花了很多时间来辩论这份预算案,更甚於辩论国阵的预算案。
“阿末胡斯尼指若按照民联预算案,只准备560亿令吉支付公务员薪水,將造成7万2千名公务员失业,事实上公务员平均调薪度是8%,所需款项是40亿令吉,这足以让所所有公务员都享有调薪优惠,条件是总值10亿令吉的非財政拨款,都须要重新审查,以达到节省开销目標。"
须杜绝朋党滥权
拉菲兹强调,只要扫除贪污、杜绝朋党及滥权,民联是有能力將省下的钱支付在种种利民政策上的开销所需。
阿末胡斯尼日前批评民联领袖“数学差〞,没有把所承诺的薪酬(26亿令吉)、薪金调整(44亿令吉)、退休金和恩俸金(15亿令吉)、乐龄人士花红(28亿令吉)、偿还债务(28亿令吉)、减少补贴(77亿令吉)、废除收费站(60亿令吉)、废除高教基金(70亿令吉)及降低汽油零售价格(42亿令吉)纳入预算案的开销项目中。
他说,根据財政部的研究,民联所列的管理开销是1千853亿令吉,但加上9大项目后,就会增至2千243亿令吉,实际的赤字是767亿令吉或7.2%,並非372亿令吉或3.5%。

Once Gay, Always Gay?

A new law in California tells gay teens it’s impossible to change their sexual orientation. But what if they want to change?
I have a confession to make: I have prayed for many people who struggle with homosexual feelings, and I have asked the Holy Spirit to help them overcome those urges. According to the state of California, that makes me a criminal if the person I prayed for was under 18.
California has banned so-called “reparative therapy,” which is used to cure minors of their homosexual feelings. Upon signing the law in late September, Gov. Jerry Brown said such psychological counseling has led to depression and suicide among gay youth, and he added that any therapy aimed at changing a person’s sexual orientation falls into the category of “quackery.”
The law states that no mental health provider can provide minors with therapies to “change behaviors or gender expressions, or to eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same sex.”
Brown, the majority of California’s legislators and leaders of the gay community say it’s hateful to offer a gay person alternatives if they struggle with same-sex attraction. They believe if young people have gay feelings, they might as well embrace their homosexual identity and get busy acting it out. (Meanwhile, a formerly gay student and two therapists have filed suit against the law, claiming that it is a violation of free speech and freedom of religion.)
We all know homosexuality is a complicated issue, and it requires loads of compassion and sensitivity. I will readily admit the Christian community hasn’t always shown love to homosexuals. But as we develop genuine compassion there are three truths we must never compromise:
1. Homosexuality is not necessarily inborn. The prevailing view in the mainstream psychological community is that if a person feels gay attraction, those feelings permanently define him/her. Change isn’t possible, supposedly, because all homosexuals are “born that way.”
Yet any honest psychologist knows certain factors can trigger gay feelings. I have prayed for many guys, for example, who were haunted by unwanted gay desires because they were sexually abused as children or teens. I have also prayed for women who developed sexual feelings for women after being abused by men; for them, lesbianism provided protection from the men who hurt them.
Some boys develop same-sex feelings because they lack a father figure. A boy’s craving for his absent or distant dad’s affection can lead to sexualization of other men in his life. To ignore such environmental or developmental factors is a gross denial of the obvious. To tell a teenage boy that he must automatically embrace gay feelings—especially when his sexuality is still being developed—is a worse form of quackery than Brown has condemned.
2. The Holy Spirit can heal our broken sexuality. I have known many people who struggled with various levels of homosexual desire before they met Christ—and many who continue to resist those temptations as Christians. Some were in long-term gay relationships; some simply experimented with homosexuality; others got hooked on gay porn. But in every case they found freedom from those urges through honest confession, repentance and healing prayer.
If a young man came to me and admitted he was tempted to seduce women, I would not tell him: “You just have a strong sex drive. Go ahead and have sex with as many girls as you want! That’s just who you are!” That would be crazy. If this teen really wanted to change his behavior I would lead him in a prayer of repentance, deal with the root issues of his problem and encourage him to trust Jesus for the grace to exercise self-control. Why wouldn’t I do the same for a teenager who is attracted to the same sex?
3. Many homosexual strugglers want freedom. Supporters of the California law would probably say I’m being “hateful” if I prayed for a young person who wanted to overcome same-sex urges. But I could turn the argument around and accuse the psychological community of hate because they are not giving gay people any options. Wouldn’t it be more loving to ask a person what they want instead of imposing a lifestyle on them?
One of the most basic truths of Christianity is that Jesus gives us a new nature when we experience conversion.  This is the miracle the apostle Paul described in 2 Corinthians 5:17: “Therefore if anyone is in Christ, he is a new creature; the old things passed away; behold, new things have come” (NASB). Why would we offer that freedom to those who struggle with other forms of sin or brokenness, but not to those who want to be free from homosexuality?
Let’s stop being naive. California’s tyrannical law is not based on science or solid psychological theory. It is mean-spirited intolerance, and it will become federal policy if defenders of religious freedom don’t challenge it.

Mat Sabu slams UMNO for playing religion cards

Umno's claim that the party is out to turn Malaysia into a Christian state is preposterous, says PAS deputy president Mohamad Sabu.
TAIPING: PAS deputy president Mohamad Sabu lashed out at BN for fanning religious hatred among Muslims by saying that the DAP is out to turn Malaysia into a Christian state.
“It is theoretically incorrect and practically impossible for DAP to turn the nation into a Christian state as the party does not enjoy two thirds majority in Parliament.
“The constitution specifies that Islam is the religion of the Federation and Article 153 safeguards the special position of the Malays,” he told a ceramah in Simpang on Sunday.
Popularly referred to as Mat Sabu, the PAS leader pointed out that the most DAP can command is about 40 parliamentary seats out of the total 222 seats in Parliament.
He said this was a far cry from the two thirds majority of 148 MPs necessary to make amendments to the Federal Constitution for Umno BN’s preposterous claim to come true.
He said that currently, there are 136 Muslims lawmakers while 86 are non-Muslims.
In such a scenario, Mat Sabu asked the 3,000 strong crowd whether DAP can secure a mandate to make such a change. His audience responded with a vociferous ‘No’.
He said it was not DAP which was the enemy of Muslims but Umno as it uses race and religion to keep Malaysians divided for its expediency and continuous autocratic rule of the country.

Malays must change
he ceramah, Mat Sabu told FMT that Umno was initially using its controlled media to propagate that it was DAP and PAS that were working against the interests of the Muslims.
“Then later it changed tactics by alleging that DAP was collaborating with Singapore by using PAS as a puppet to take control of the country,” said an angry Mat Sabu.
He said Umno, in sheer desperation, had tried to break up the unity of the Pakatan coalition by pitting DAP against PAS but has failed miserably.
He urged the Malay community to change their mindsets and instead of taking handouts, question Umno for the draining the nation’s wealth through cronyism and corruption.
He said the Malays must discard their ‘tidak apa’ attitude and take part in the economic progress and well being of the country and urged them to support Pakatan.
He took to task Umno for using MCA to paint the wrong picture to the non Malays, especially the Chinese, that PAS was a fanatical party out to destroy their fundamental rights.
He pointed out that such BN propaganda is outdated now as his Islamic party is for all as seen by the movement of more non Malays joining the party at every PAS ceramah.
On Sunday, about 100 Indians officially joined the PAS supporters club which was witnessed by former Perak menteri besar Mohammad Nizar Jamaluddin.
