‘Election Commission members should step down’ - Post GE13

A coalition of 25 NGOs have made a five-point demand, one urging all EC members to quit over alleged fraud and electoral irregularities in the GE
PETALING JAYA: A group of NGOs today made a five-point demand, including one urging all Election Commission members to step down over alleged electoral fraud in the recent polls.
Gabungan Bertindak Malaysia (GBM), comprising 25 NGOs, said they were disappointed over allegations of irregularities and have made the following demands:
  • Immediate resignation of members of the EC;
  • The EC be made independent and only accountable to Parliament;
  • That an all-party committee be set up to clean the electoral roll and;
  • Re-delineation of constituencies, fairly reflecting the “one person one vote” principle
  • Urge a major reform of the electoral system and process to address various issues related to gerrymandering, and the incorporation of a proven manual of highly computerised systems to lend credibility to the process and protect it from all forms of fraud.
“The public has clearly lost its faith in the EC and the electoral roll. If they want to maintain their professionalism, they have to quit,” said Kuala Lumpur & Selangor Chinese Assembly Hall (KLSCAH) president Tan Yew Sing, which is also part of the coalition.
Tan stressed on their demand for an all-party committee be set up to clean up the electoral roll.
“We as NGOs are more than willing to help political parties from both sides to help clean up the electoral roll,” he said at a press conference at the KLSCAH.
Pertubuhan IKRAM Malaysia, Suara Rakyat Malaysia (Suaram), National Indian Rights Action Team (NIAT) and All Women’s Action Society (AWAM) are among other NGOs in the group.

Fair to call for resignations
IKRAM secretary general Zaid Kamaruddin said it was a norm for authorities in other countries to step down after allegations and claims of irregularities.
“Looking at all the allegations of fraud during the May 5 elections, I think it is a fair to ask EC members to step down since they have been responsible for the whole elections,” he said.
NIAT president Thasleem Ibrahim said that the EC has not been fulfilling its purpose since numerous issues were highlighted during the 2008 general election.
“What has the EC done to protect the electoral roll when even the courts have said there could be thousands of phantom voters leading to more electoral fraud? Nothing!” he said.
“Since they don’t know how to do their job which has led to many irregularities, EC members should admit their mistakes and step down with dignity,” he added.

监督人民之声报章媒体,人权委会:不开听证会

(吉隆坡21日讯)针对政府及政府机构近期对人民之声(SUARAM)所作的指责,人权委员会(Suhakam)委员莫哈末沙尼表示,他们会监督人民之声及报章媒体,不过不会召开听证会调查此事。
人民之声执行董事娜莉妮、秘书处成员辛蒂婭、麦莎拉和迪瓦拉贾及非政府组织等人,今日向人权委员会呈交备忘录,要求对方监督及促请政府停止对人民之声的骚扰。
备忘录中共提出14项请求,其中包括承认政府及相关机构针对人民之声的行动,做出不当的骚扰;针对人民之声事件引起侵犯基本自由和公民自由採取坚定立场;促请政府即刻停止一切形式的骚扰;谴责对人民之声的骚扰和侵犯;劝请政府扮演好联合国人权理事会的角色;谴责政府曲解民间社团;针对部长越权插手及影响公司委员会调查及组织接受海外资金课题表明立场等。
人权委员会莫哈末沙尼表示,我国並没有法律阐明,非政府组织不能接受来自海外的资金援助。
询及政府以人民之声不是合法非政府组织,不能接受海外资助的说法,莫哈末沙尼则认为,人民之声以SuaraInisiatif公司名字註册,与其名为SUARAM的非政府组织两者间並没產生任何衝突。
邀涉及机构会商
此外,莫哈末沙尼说,人权委员会將邀请涉及此事的相关机构进行会面,並从中瞭解有关事件,然后会將报告呈给政府。
他说,他们会继续监督此事的发展及媒体的报导,並会询问媒体为何会含有“误导性"的成份,如似组织接受海外资金就是犯罪一般。
不过,他说,人权委员会並没有打算针对此事召开听证会。

要求政府停止攻击骚扰,135非政府组织挺人民之声

(吉隆坡11日讯)135个大马非政府组织团体公开声援人民之声(SUARAM),要求政府停止攻击及骚扰捍卫人权的人民之声。
超过30余名非政府组织代表,今日在净选盟2.0主席拿督安美嘉领导下,召开新闻发佈会发表联合声明力挺及声援人民之声。
同时力挺人民之声挑战政府及政府机构,针对Perimekar私人有限公司及Terasasi私人有限公司展开调查。
他们也要求政府以目前调查人民之声的手法,向公眾揭露针对上述两家公司的调查结果。
他们怀疑人民之声近来发生的风波,与人民之声揭发“鮋鱼潜水艇弊案",及发现政府与相关公司涉嫌巨大的財源舞弊有关。
净选盟委员玛丽亚陈宣读联署声明说,非政府组织极度关注国內贸易、合作社及消费部长拿督斯里依斯迈沙比利发表有关人民之声与Suara Inisiatif有限公司户头款项“高度可疑"的调查声明。
他们要求执法单位就人民之声组织户头涉嫌不正当交易的指控,於调查上秉持公正不阿的態度,因为人民之声首要职责是对大马人民而非政府。
与此同时,就近期来,不同执法单位向人民之声採取调查行动,人民之声也充份配合及给予合作。
“在调查过程中,执法单位如大马社险机构(PERKESO)看似不是最主要的,反而进一步掀起其政治动机的嫌疑。"他们也质疑为何大马公司委员会要在马来西亚马来人阵线(JMM)主席质疑人民之声是否是合法的非政府组织后才採取行动。
成立23年未受调查
人民之声於1989年成立迄今,23年来都未受到大马公司委员会调查,直到数个月前爆发人民之声或不是合法的非政府组织、疑户头款项可疑及接受外国財源资助等风波后,政府要求公司委员会、社险机构、国行及內政部等介入调查此事。
出席者有大马妇女人权组织执行董事艾琳费南达斯、妇女援助组织(WAO)执行董事艾薇、独立新闻中心(CIJ)执行员玛斯嘉丽查、妇女行动协会(AWAM)主席何玉苓、雪隆社区组织(PERMAS)主席陈佐翰、人民之声律师法蒂亚及执行董事娜莉妮等人。
指调查或涉誹谤
柯嘉逊:保留诉讼权利
针对政府近日来展开的调查,会否含有誹谤成份,人民之声董事柯嘉逊回应道,他们会保留诉讼的权利。
称索罗斯有投资权利
询及著名大炒家索罗斯创办的纽约开放社会机构(OSI)注资人民之声,柯嘉逊则回说,他们不干涉该机构资金运作,而索罗斯有权根据本身的意愿將资金利用在他认为恰当的地方。
他表示:“索罗斯是利用自己的钱注资而非人民的钱,这有甚么不妥?"据报导,公司委员会发现人民之声通过其註册公司Suara Insiatif私人有限公司,收取4笔海外资金,分別是纽约的开放社会机构(OSI)、华盛顿的国家民主基金会(NED)、东南亚电子媒体中心(SEACeM)及德国驻马来西亚大使馆。
贸消部长拿督斯里依斯迈沙比里要求国家银行援引2007年反洗黑钱及反暴力法令调查此事,因为有关资金来源让人怀疑。
